| Before taking up the sweeping state pension reform bill, the state Senate passed several other key bills, including a measure that makes it a felony to torture dogs and cats as well as a measure requiring young children to ride in booster seats. Sen. Tom Buford, R-Nicholasville, sponsored both bills. The animal torture bill was nicknamed Romeo's law after a dog in Pulaski County that was badly beaten last year.
