Default Should my daughters head be as high as the seat?

Hi. I am thinking that my 2 yar old daughter has outgrown her convertable Evenflow triumph seat even though she is only 29 lbs/ the weight limit is 40lbs (She is about 34 inches tall). Her head is right at or above the top of the car seat. I'm hoping somebody can give me clarification with this. If this is unsafe I was thinking of getting her the new Graco nautilus or Britax regency. Any thoughts??

She's too tall when the tops of her ears go over the top of the shell OR when her shoulders go over her top slot. The Nautilus would probably be a decent fit for her.
